

Panel of Judges
The presentations and entry submissions will be assessed by a panel of renowned and experienced professionals.

1. Prof Lim Kah Bin
Associate Professor, Mechanical Engineering Department, National University of Singapore
Lim Kah Bin obtained his B.Eng (Mech) with First Class Honours in 1978 from the then University of Singapore, and his D.E.A. and Dr.-Ing. from Ecole Centrale de Paris, France, in 1979 and 1981, respectively. He then joined the Department of Mechanical Engineering, National University of Singapore in late 1981 and is now an Associate Professor. He teaches a course entitled Aircraft Performance, Stability and Control in NUS. He is an Inspector of Accident, under the Air Accident Investigation Bureau of the Ministry of Transport, Singapore since 2002.

2. Chan Wing Keong
Director of AAIB
Chan Wing Keong has been the Director of the Air Accident Investigation Bureau of Singapore of the Ministry of Transport since October 2002. He joined the Civil Aviation Authority of Singapore (then Department of Civil Aviation) in 1980. He headed the CAAS Airworthiness and Flight Operations Division from 1992 to 1998, and the Air Cargo Division from 1999 to 2002. He has an aeronautical engineering degree from the Ecole Centrale des Arts et Manufactures in France and master degrees from the National University of Singapore and the Massachusetts Institute of Technology, USA.

3. Michael Daniel
Managing Director, Aviation Insight Pte. Ltd. Singapore
Mike is an International Aviation Safety consultant with over 33 years with the FAA as a Senior Manager, Credentialed Supervisory Safety Inspector and Accident Investigator including first responder, IIC, and FAA Region and Headquarters Crisis Management. He has also considerable experience with managing FAA Flight Standards International Programs and Policy, functional safety oversight of FAA IASA Program, Part 129 Foreign Operators, Part 145 Repair Stations Certification and Risk Management, Part 121 Air Operators including Safety Management (ATOS), Import/Export & Aircraft Certifications, ISO 9001 Auditing, and Part 135 Business Aviation Air Operators. He is a member of the International Society of Air Safety Investigators (ISASI), Flight Safety Foundation, SAE International, and the Project Management Institute (PMI) as an accredited Project Management Professional (PMP). He also served in the United States Marine Corps.

4. Gordon Dupont
Retired Transport Canada Manager
Experienced Air Accident Investigator
Gordon worked for Transport Canada from March 1993 to August 1999 as a Special Programs Coordinator. Prior to that, Gordon worked for 7 years as a Technical Investigator for the Canadian Transportation Safety Board. Gordon has held the position of principal of an aviation vocational training school as well as Chief Engineer for a corporate turbine aircraft. He has been an Aircraft Maintenance Engineer and Commercial pilot in Canada, United States and Australia. He was also the past president and founding member of the Pacific Aircraft Maintenance Engineers Association, as well as the founding member and a board member of the Maintenance And Ramp Safety Society (MARSS).Gordon has worked on and held signing authority on aircraft from the Piper Cub on floats through to the Boeing 747. Now a private consultant, Gordon continues to provide training on Human Factors.
5. Dr. Hsin, Chen Chung

Air Traffic Management Research Institute
Nanyang Technological University
Born in China, grew up in Taiwan and educated in the USA, Dr. Hsin devoted his full professional career in the advancement of global air transportation systems. Dr. Hsin is currently the Director of Air Traffic Management Research Institute (ATMRI). ATMRI was jointly established by the Civil Aviation Authority of Singapore (CAAS) and the Nanyang Technological University (NTU), and is devoted to ATM Research and Development supporting the long term modernization for Singapore ATM and making contributions to global and regional aviation safety. Dr. Hisn’s areas of expertise include ATM, airport systems, and aviation safety and security. Dr. Hsin hold a PhD degree in Aeronautics & Astronautics from MIT.
6. Steven Lek

Singapore Institute of Aerospace Engineers
Starting life as an engineer, Steven joined Singapore Airlines and ran their operations in many leading markets: Japan, UK, Hong Kong, Thailand and Singapore, culminating in a top management role as Regional VP, the Americas. He followed this with four years broadening his experience with one of Malaysia’s leading property firms, and more recently as executive director of a Singaporean hotel development company. Steven’s focus has been on strong operations, innovative marketing and financial rigour. With his diverse background, Steven is now leading the development of the London-based RiskToReputation company (http://www.risk2reputation.com) in the APAC region as the Regional Director for Asia.
